The first is at Coffee Oasis in Bremerton, the second location is at the Communitas Building, and the third is at the First Lutheran Church in Poulsbo.

The shelters will open if it is expected to be 32 degrees or lower for four or more hours; if one inch of snow is expected; or if one inch of rain is expected between noon and 6 a.m. the next day. The determination is made by the Dept. of Emergency Management.
